Bengaluru, August 18, 2026: Anoop Kumar Rai assumed charge as Director (Marketing) of Navratna Defence PSU Bharat Electronics Limited (BEL) on August 13, 2026. Prior to this appointment, he served as Executive Director of BEL’s Central Research Laboratory (CRL), Ghaziabad, from 2025, following a distinguished tenure as Chief Scientist. With a prolific career spanning 34 years, Mr. Anoop Kumar Rai is a visionary leader in defence and niche technologies, with extensive experience in translating complex military requirements into indigenous technological solutions.

Pioneer of Autonomous and AI-Driven Warfare

A strong advocate of Atmanirbhar Bharat, Anoop Kumar Rai has played a significant role in advancing BEL’s capabilities in Artificial Intelligence (AI) and unmanned systems for national defence. He spearheaded the development of ‘Saksham’, an AI-powered state-of-the-art Drone Warfare System, in collaboration with the Army Air Defence. The counter-drone and interception solution leverages Edge-AI for real-time threat detection and autonomous neutralisation, addressing critical operational requirements.

He has also been a key driver in the conceptualisation of the AI-based Command Information & Decision Support System (CIDSS). His initiatives include the integration of AI into NMDA for predictive maintenance and real-time automated anomaly detection. His vision for the Space Domain encompasses the use of AI for Space Situational Awareness, strengthening BEL’s capabilities in emerging technologies.

Architect of C4I2SR and Strategic Integration

Anoop Kumar Rai played a pivotal role in the conceptualisation and deployment of advanced technologies under the IACCS Project, a major initiative integrating S-400 and MRSAM systems. His leadership contributed to the successful deployment of battle-proven solutions such as ‘Sanjay’ (BSS) and ‘Akashteer’ (ADC&RS), which played an important role during Op Sindoor.

He also led the indigenisation of NC3I, successfully replacing foreign OEM systems with indigenous technology. His strategic vision extended BEL’s technological footprint globally through the export of Coastal Surveillance Systems (CSS) to several countries, including the Maldives, Seychelles and Mauritius.

Civilian Diversification and Digital Transformation

Beyond the defence sector, Anoop Kumar Rai has championed diversification into AI-driven civilian infrastructure. Under his guidance, CRL-Ghaziabad developed several indigenous solutions, including:

  • India’s first indigenous Air Traffic Management Automation System for Bhubaneswar Airport.
  • KAVACH 4.0, the Train Collision Avoidance System for Indian Railways.
  • AI-assisted CIKMS (SURAKSHA) for Indian Railways.
  • SIL2-certified Metro Solutions, including indigenous Automatic Train Supervision solutions for the Delhi Metro Rail Corporation (DMRC), in collaboration with DMRC.

These initiatives have contributed to strengthening indigenous capabilities in critical civilian infrastructure and supporting the wider national objective of technological self-reliance.

Operational Excellence and Global Footprint

Under his stewardship, CRL-Ghaziabad achieved the prestigious CMMI Level 5 certification and India’s first SIL2 certification. He also institutionalised the AI-enabled 6E Framework – Enquire, Envision, Elaborate, Enable, Execute and Excel – to foster a culture of continuous innovation and systematic technology development.

Accolades and Recognition

Anoop Kumar Rai is a recipient of the Raksha Mantri’s Excellence Award for innovation and technology. He has also been honoured with a Commendation from the Chief of Naval Staff for his contributions.

His technological contributions helped BEL-Ghaziabad earn the CII Business Exim Award (2022). As a BEL representative, he also received the Urban Infra Business Award for Rail & Metro innovation and the Governance Now PSU Award (2024) for excellence in R&D.

With his extensive experience in defence technologies, Artificial Intelligence, C4I2SR, unmanned systems, civilian diversification and technology indigenisation, Anoop Kumar Rai is expected to further strengthen BEL’s marketing strategy, customer engagement and global outreach, while contributing to the company’s continued growth and its mission of providing state-of-the-art indigenous solutions for the defence and strategic sectors.
