Moscow, 23 May 2025: Continuing India’s global diplomatic outreach to build a strong coalition against terrorism, an all-party Indian parliamentary delegation led by Ms. Kanimozhi Karunanidhi, Hon’ble Member of Parliament (Lok Sabha), undertook a high-level visit to the Russian Federation. The engagements on 23 May covered both legislative and strategic dimensions of bilateral relations, reaffirming the deep-rooted Indo-Russian partnership.

The delegation held in-depth discussions with H.E. Andrey Denisov, First Deputy Chair of the Committee on International Affairs of the Federation Council, and other Russian Senators. Talks focused on aligning legislative responses to terrorism, with India briefing the Russian side on Operation Sindoor—India’s precise and calibrated counter-terrorism response to the Pahalgam attack.

Subsequently, the delegation met H.E. Leonid Slutsky, Chair of the Committee on International Affairs of the State Duma. Emphasising the historic and time-tested nature of the India-Russia relationship, both sides discussed shared concerns around global security, evolving geopolitical dynamics, and multilateral collaboration. The Indian side stressed the importance of denying terrorist entities any form of sanctuary, funding, or political justification.

In another significant engagement, the delegation held comprehensive talks with H.E. Andrey Rudenko, Deputy Foreign Minister of the Russian Federation. The discussions covered a wide arc of bilateral, regional, and global issues, with a shared emphasis on maintaining a multipolar world order and reinforcing counter-terror frameworks. India reiterated its policy of zero tolerance toward terrorism and firmly rejected any form of nuclear coercion or blackmail.

A special meeting was also held with former Russian Prime Minister H.E.  Mikhail Fradkov, now head of the Russian Institute for Strategic Studies (RISS). Both sides explored themes like radicalisation pathways, disinformation ecosystems, and state-sponsored narratives undermining peace. They agreed to deepen think tank cooperation and jointly study terrorism’s transnational links.

The high-level visit to Moscow underscores India and Russia’s shared vision for regional security, multipolarity, and the need for robust international action against terrorism. With both nations committed to exposing state-sponsored terror and strengthening counter-propaganda narratives, the strategic dialogue marks another step in elevating their Special and Privileged Strategic Partnership.
